About the scheme:

Cock Lane is a small rural road in the district of Uttlesford between Clavering and Starling’s Green. The route forms a secondary connection between these two villages, the primary (main) route being the B1038.

The River Stort runs parallel with the road and a number of small tributaries cross under the road at various locations. 

In 2016 Essex Highways identified dangerous erosion of the riverbank and verge at the Clavering end of the road. This resulted in an emergency closure of Cock Lane from its junction with Pond Manor in the north easterly direction for a distance of approximately 400m to its junction with Plantation Hill.

A short local diversion was immediately implemented as a safety measure as Cock Lane was unsafe to carry vehicles and continues to remain in place.

The alternative route is: Plantation Hill, Lower Road, Pelham Road, Watery Stones, Cock Lane and vice versa.

 

Summary of action taken to date:

Environment Agency inspections found that the erosion had been caused by a fallen tree which disturbed the flow of the watercourse, creating a dam and causing the riverbank to erode.

Neither the tree nor River Stort fall under the responsibility of the local authority however as a practical measure we removed the tree to prevent further erosion of the embankment. A study was undertaken to identify possible solutions to rectify the situation.

The closure of Cock Lane has remained in place and will continue until the repairs are complete.

 

What is involved and how may it affect you: 

Working closely with the Environment Agency and specialist contractor work began in the spring 2018 to undertake embankment repairs to stabilise the area.

It is expected that the road will reopen to traffic when repairs are complete, currently programmed for the end of June 2018.

As well as ground stabilisation activities, some carriageway resurfacing will be carried out at this location.

Until the repairs are undertaken it will be necessary for the road to remain closed to vehicles.  Pedestrian access will be maintained throughout the works, escorted by on site staff when operations are underway.

Dates may be subject to change if for example they are hindered by poor weather or if unexpected issues arise.
